3. What is Air Suvidha?

Air Suvidha is a contactless solution by Ministry of Civil Aviation and Delhi Airport for all international passengers coming to India. It is a Self Reporting and Exemption Form Portal for International arriving passengers

5. What is a self-reporting form?

All International arriving passengers are required to fill the self-reporting form as mandated by the Ministry of Health & Family Welfare. Air Suvidha is an online system for International passengers to submit mandatory Self-Reporting Form to declare their current health status. This form is mandatory and should be filled anytime before boarding.

6. What happens after I submit the self reporting form?

On submission, the mandatory self- reporting application will be forwarded to the Airport Health Organization (APHO) under the Ministry Of Health and Family Welfare, Government of India. Passengers can then refer to their email inbox for the updated application document. Passenger should show this document on arrival in India at the APHO counter and proceed for immigrations

7. Where can I find the exemption form?

Please note, Exemption Request form can be filled and submitted online with supporting documents 72 hrs. before boarding flight. Exemption Requests will be approved or rejected online by respective state authorities. Passengers can apply online to seek exemption from mandatory Institution Quarantine under five categories.

8. Who can apply for exemption from mandatory Institutional Quarantine?

Only International arriving passenger belonging to any of the below mentioned 5 category & having valid documents can apply online to seek exemption from mandatory Institution Quarantine under five categories.

10. To fill exemption form, do I have to provide details again if it is already submitted for self reporting form?

Using the Self Reporting application's request number, the details of the passenger get auto-filled in application for exemption or vice versa.

11. How can I apply for exemption?

Passenger seeking exemption from mandatory Institution Quarantine can apply online providing valid documents On submission of the form, an acknowledgment with a unique reference number will be sent to the applicant's registered email Id.

12. Which documents are required, while applying in the Portal for exemption?

Copy of the Passport in JPEG or PDF format 1. Pregnant woman - Attach doctors recommendation letter 2. Parents accompanied by children below 10 years - Attach passport copy 3. Suffering from serious illness - Attach medical certificate 4. Suffered a death in the family - Attach death/ Doctor's certificate; 5. Attach RT-PCR negative report or a copy of RT-PCR tests where results are awaited. 13. How can I check the status of my application for exemption?

On submission of the form, an acknowledgement with a unique reference number will be send to the applicant's registered email Id. Govt. health officials will confirm the status (Approval or Rejection ) of your application through email . State Authorities at the first port of entry will review exemption requests of all international arriving passengers.

14. How can the co-passenger accompanying the main applicant apply for exemption?

Details of co-passenger needs to be submitted in the portal along with the main applicant's form. Passengers can also submit group online requests through the same form for the entire family travelling in the same flight.

15. If I have an approved exemption from institutional quarantine can I take a connecting domestic flights?

As per current government guidelines passengers exempted from institutional quarantine can travel by surface using personal mode of transport. Public transport including domestic flights are not allowed till 14 days of quarantine period is complete. Passengers with RT PCR negative certificate are allowed to take domestic connections.

Important Note:
All domestic passengers arriving from Delhi, Rajasthan, Gujarat and Goa shall carry RT-PCR negative test report with them before boarding and show it to the teams at the Mumbai airport. Passengers not having the RT-PCR test reports shall compulsorily undergo RT-PCR test at the Mumbai airport, at their own cost. 16. What are the guidelines on RT PCR test for international travel into India?

The test should have been conducted within 72 hours prior to undertaking the journey. The exemption form can be filled post going for the test up to 72 hours before departure. In case the report is not available in time, the form can be filled with proof of test and on arrival, passengers are expected to show a covid negative certificate along with exemption approval. Passengers with covid negative certificate can travel in public transport including domestic flights to reach their final destinations.

17. What if, my application gets rejected by respective state govt.?

If the respective state government rejects the application, the passenger shall undergo the institutional quarantine as per the govt. norms at the approved centers. Refer to the Important Quarantine Guidelines to know more about the institutional quarantine.

18. RT-PCR test results take more than 24 hours, then how one can do the test within 72 hours of flight and upload on portal at least 72 hours prior the flight?

Sample for COVID-19 test have to be taken within 72 hours of boarding. If the final report is not available 72 hours prior the flight, passengers shall carry the report and can show it on arrival at the airport. Also, such passengers can apply for exemption online & upload proof of test mentioning that they are waiting for result to arrive.

19. Is RT-PCR test mandatory?

RT-PCR test is mandatory for passengers who are seeking an exemption from Institutional quarantine. For applying for an exemption you have to visit Air Suvidha portal.

20. What are the quarantine rules in Mumbai for passengers arriving at Mumbai Airport on Vande Bharat mission flights/repatriation flights?

As per the guidelines issued by Ministry of Health and Family Welfare, all passengers are subject to mandatory quarantine for 14 days i.e. 7 days paid institutional quarantine at their own cost, followed by 7 days isolation at home with self-monitoring of health. Further, Air Suvidha Self Reporting Form needs to be mandatorily filled by all passengers arriving from abroad irrespective of their airport of arrival in India. Accordingly, all International arriving passengers should submit Air Suvidha Self Reporting Form on the Air Suvidha online portal (hosted on www.newdelhiairport.in), at least 72 hours before the scheduled travel. As per the requirement of the state, passengers are requested to carry the copy of the undertaking form (Download here) which needs to be presented upon arrival to MCGM officers. This print should be carried by the passengers along with Air Suvidha and exemption certificate.

21. What are the travel guidelines for passengers arriving on domestic sector flights?

As per the guidelines issued by the Government, asymptomatic passengers arriving on domestic flights require to undergo 14 (fourteen) days of home quarantine. If it is a returning/onward journey within 7 days then no quarantine. Passengers need to show their return/ onward ticket during the thermal screening process. Important Note:

22. Is it possible for International arriving passengers to apply for exemptions from institutional quarantine?

Travelers may seek exemption from institutional quarantine by applying on Air Suvidha online portal and by submitting a negative RT-PCR test report on arrival. This test should have been conducted within 72 hours prior to undertaking the journey. An authentic test report should be uploaded on the Air Suvidha online portal for consideration. Also, based on the submission of information on the Air Suvidha online portal, passengers with special cases of human distress such as pregnancy, death in family, serious illness and parent(s) with children of the age of 10 years or below, may be permitted for home quarantine for 14 days. Please visit guidelines issued by Ministry of Health and Family Welfare for detailed information. 23. What are the road transport options available for passengers arriving on Vande Bharat mission flights?

Passengers arriving on Vande Bharat can avail car rental services and state-operated bus transport. The service can only be booked on arrival post completion of MCGM related formalities. The details of authorized car rental operators are provided below:

24. Can International arriving passengers use their vehicle for travelling within/outside the state of Maharashtra?

Passenger can travel in their vehicle provided they have an e-pass, which you can apply here, https://covid19.mhpolice.in/. We also have a ground transport vehicle from authorized service providers offering services at the airport.

25. What are the options available for hotel stay under institutional quarantine?

MCGM has designated hotel where quarantine facility is provided for passengers arriving on international flights. Based on the availability of hotel rooms, the list of authorised hotels is maintained with MCGM authorities and passengers may choose any hotel as per their budget and convenience.

26. Can I avail porter services on arrival?

Pranaam provides Skycap Services, a paid porter services for passengers who need help with the check-in baggage upon arrival on a domestic flight at Mumbai Airport. Passengers can book Skycap Services on https://Pranaam.csia.in for availing assistance from check-in baggage collection/Baggage Carousel till car parking/taxi pick-up zone.

27. Are passengers allowed to board domestic flights after arriving from international destinations on Vande Bharat mission /repatriation flights?

Only those International arriving passengers who have received prior permission for exemption from Institutional quarantine through Air Suvidha online portal, will be allowed to board domestic flights.

28. Can passengers avail Pranaam services at Mumbai Airport?

Pranaam Services refer to paid meet and assist service at Mumbai Airport. The services are operational and can be availed by all passengers with prior booking on arrival and departure. It helps its guests with airport and airline procedures and ensures a smooth and hassle-free transit for all guests with warmth and care. Services are available for booking on www.pranaam.csia.in

29. Is it mandatory to have Aarogya Setu app?

Aarogya Setu app is a tracking app. It is designed to track users that may have the coronavirus infection thereby enabling its registered users to be notified, traced and suitably supported. It also functions as an indicator of whether or not a user has been infected or likely to be infected. It is not mandatory but highly recommended/advisable for everyone including personnel working at the airport and passengers, to have the Aarogya Setu app installed on their mobile before entering the airport premises.

30. Is it safe to travel if the status on Aarogya Setu app shows red?

Passengers with Red display on Aarogya Setu app are advised not to travel and to maintain complete isolation to mitigating any possibility of spread of COVID-19. Please also note that Passengers with Red display on Aarogya Setu app will not be allowed to enter the airport terminal premises. However, the Passengers with Green display will be allowed to enter the terminal building post successful completion of the entry process along with thermal scanning. 31. When will the International Commercial Flight operations resume at Mumbai Airport?

As per the latest directive from the Government of India, International flight operations are suspended until 23:59hrs IST of 30th November,2020. Air Bubble & Vande Bharat flights will continue to operate as per schedule. This directive does not apply to international all cargo operations and flights specifically approved by DGCA.

32. Are retail and f&b outlets operational at the airport?

Limited Retail and F&B outlets are operational at Airport for passengers serving on Domestic and International Flights. All necessary precautions for safety and hygiene are taken at all operational outlets for serving passengers.

33. Can passengers access lounges and airport hotel at Mumbai Airport?

Lounge services can be availed by passengers departing on domestic flights. Passengers can visit the GVK Lounge as applicable. While passengers of Travel Club lounge can also avail services of GVK Lounge. Airport Hotel (Niranta Airport Transit Hotel & Lounge) is also operational. 34. Can travellers park their private cars for more than 24 hours at airport parking and what are the charges?

Passengers can avail long term parking at Mumbai Airport. Please share your requirement with parking manager on vehicle.parking@gvk.com for availing the long term (more than 24 hours) parking facility at Mumbai Airport.

35. Is there any resting facility for passengers arriving at airport by road from other cities much early than their flight departure?

Passengers arriving in Mumbai much before the flight departure time should make necessary arrangements for rest/hotel stay as may be convenient. In addition to hotels available near airport, such passengers may choose to book a stay with Niranta Transit Hotel located inside Terminal 2. 36. How early one should arrive at airport for a departure flight?

We recommend passengers to reach the airport at least 2 hours and 4 hours prior to the STD (Standard Time to Departure) of their Domestic and International flight respectively.

37. Is there any change in the airport entry/check-in process?

In order to ensure passenger safety various measure have been taken at the airport. However, there is no major change in the process. Passengers to enter from departure entry gate designated to their airline. It may please be noted that the passenger(s):

  • Should have completed the web-checking before arriving at the airport;
  • Shall have to go through thermal scanning successfully as per the Government guidelines. Any passengers with symptoms of COVID-19 infection will not be allowed to enter the airport terminal building.
  • Should have Aarogya Setu App installed on their mobile phones before reaching the airport. In the absence of the Aarogya Setu app, passengers need to fill the self-declaration form, the form can be acquired from the desk situated near Departure entry Gate no. 01. The International departing passengers from Mumbai are not required to fill the self-reporting form.
  • May be required to provide self-declaration about their health and well-being.
  • Are advised to go through the Govt. guidelines and confirm the flight status with their respective airlines before leaving for the airport.
  • He/she should also download the baggage tag/baggage identification number.
  • Further, passengers with symptoms like cold, cough, fever, difficulty in breathing, body ache etc. are not allowed to enter airport premises and will not be allowed to travel.
38. How early/prior to std flight time, passenger are allowed to enter in the terminal building?

Entry to the airport is controlled by the Central Industrial Security Force (CISF) and generally passengers are allowed to enter the terminal building 4 hours prior to the STD of the domestic flight time and 4-5 hours prior to the STD of an International Flight. Entry of passengers travelling on Vande Bharat mission flights/repatriation flights is generally subject to opening of check-in counter of airlines. Also, in case of any major delay in such International departing flights, passengers may not be permitted to enter the terminal building.

39. What information is being captured in self-declaration form?

Self-declaration is an undertaking from passenger in adherence to the health protocol as prescribed by GOI:

  • Not residing in any containment zone
  • Not suffering from any fever/cough/any respiratory distress
  • Not under quarantine
  • I am under quarantine, but having a negative RT-PCR test report, for which test was conducted within 96 hours, prior to undertaking the journey from abroad
  • If any of the above mentioned symptoms are developed, we urge you to contact the concerned health authorities immediately
  • Not tested COVID-19 positive in last 2 months
  • Eligible to travel as per extant norms
  • Make mobile number/contact details available to the airlines whenever required by them
  • Understand that if air journey is undertaken without meeting eligibility criteria is liable to penal action

40. Can a passenger purchase protective gear/equipment commonly known as personal protective equipment (ppe) such as suitable face mask, face shield and goggles, hand gloves etc. For COVID-19 precautions at airport?

It is recommended that all passengers should wear protective gears/equipment at all times during their travel. In the event of additional requirements of PPE, passengers can purchase the same at pharmacy stores located at the airport at various locations as provided below:

41. What are the hygiene protocol maintained at airport?

CSMIA has taken various precautionary measures for the safety of its personnel and passengers to prevent COVID-19 spread including:

  • Thermal screening of all passengers and staff;
  • Availability of hand sanitizers at all touch points;
  • Pre-planned seating arrangements in all areas to ensure social distancing
  • Regular sanitization of assets at all touch points;
  • Ensuring strict compliance of social distancing norms by the passengers and staff to minimize direct contact;

  • Arrangement for proper disposing of used masks, face shields, gloves and PPEs etc.; and

It is recommended that all passengers should wear protective gears/equipment at all times during their travel. In the event of additional requirements of PPE, passengers can purchase the same at pharmacy stores located at the airport at various locations as provided below:

CSMIA has taken various precautionary measures for the safety of its personnel and passengers to prevent COVID-19 spread including:

  • Thermal screening of all passengers and staff;
  • Availability of hand sanitizers at all touch points;
  • Pre-planned seating arrangements in all areas to ensure social distancing
  • Regular sanitization of assets at all touch points;
  • Ensuring strict compliance of social distancing norms by the passengers and staff to minimize direct contact;

25. What documents are to be carried for International Arriving passengers at the airport?

As per the requirement of the state, passengers are requested to carry the copy of the undertaking form (Download here) which needs to be presented upon arrival to MCGM officers. This print should be carried by the passengers along with Air Suvidha and exemption certificate.

1. Is there a COVID-19 testing facility available at the Mumbai Airport for All Domestic Arriving and Departing Passengers?

Yes, there is a Covid-19 (RT-PCR) testing facility available for All Domestic Arriving and Departing Passengers at Level 10 - Departures Area. Below are the details:

  • Test results will take up to 8 hours and will be sent via email
  • Valid ID proof such as Aadhar Card and Passport is a must
  • Amount charged for the test is Rs. 1,400 (as per the rate fixed by the government)
  • Payment via cash and digital mode available
  • Passengers who test negative will be allowed to continue their journey
  • Passengers who test positive will be sent for institutional quarantine in Mumbai
2. Is there a COVID-19 testing facility available at the Mumbai Airport for All International Arriving Passengers?

Yes, now All International Arriving Passengers can get their RT - PCR test for Covid -19 done at T2 Arrivals Lounge Area. Below are the details:

  • Test results will take up to 8 hours and will be sent via email
  • Valid ID proof such as Aadhar Card and Passport is a must
  • Amount charged for RT PCR Package is Rs. 3,900 (which includes test charges + unlimited food and wifi in the lounge area)
  • Payment via cash and digital mode available

  • Passengers who test positive will be sent for institutional quarantine in Mumbai
3. What are the quarantine rules in Mumbai for passengers arriving at Mumbai Airport on Vande Bharat mission flights/repatriation flights?

As per the guidelines issued by Ministry of Health and Family Welfare, all passengers are subject to mandatory quarantine for 14 days i.e. 7 days paid institutional quarantine at their own cost, followed by 7 days isolation at home with self-monitoring of health. Further, Air Suvidha Self Reporting Form needs to be mandatorily filled by all passengers arriving from abroad irrespective of their airport of arrival in India. Accordingly, all International arriving passengers should submit Air Suvidha Self Reporting Form on the Air Suvidha online portal (hosted on www.newdelhiairport.in), at least 72 hours before the scheduled travel. As per the requirement of the state, passengers are requested to carry the copy of the undertaking form (Download here) which needs to be presented upon arrival to MCGM officers. This print should be carried by the passengers along with Air Suvidha and exemption certificate.

4. Is it possible for International arriving passengers to apply for exemptions from institutional quarantine?

Travelers may seek exemption from institutional quarantine by applying on Air Suvidha online portal and by submitting a negative RT-PCR test report on arrival. This test should have been conducted within 72 hours prior to undertaking the journey. An authentic test report should be uploaded on the Air Suvidha online portal for consideration. Also, based on the submission of information on the Air Suvidha online portal, passengers with special cases of human distress such as pregnancy, death in family, serious illness and parent(s) with children of the age of 10 years or below, may be permitted for home quarantine for 14 days. 6. Can International arriving passengers use their vehicle for travelling within/outside the state of Maharashtra?

Passenger can travel in their vehicle provided they have an e-pass, which you can apply here, https://covid19.mhpolice.in/. We also have a ground transport vehicle from authorized service providers offering services at the airport.

7. What are the options available for hotel stay under institutional quarantine?

MCGM has designated hotel where quarantine facility is provided for passengers arriving on international flights. Based on the availability of hotel rooms, the list of authorised hotels is maintained with MCGM authorities and passengers may choose any hotel as per their budget and convenience.

8. Can I avail porter services on arrival?

Pranaam provides Skycap Services, a paid porter services for passengers who need help with the check-in baggage upon arrival on a domestic flight at Mumbai Airport. Passengers can book Skycap Services on https://Pranaam.csia.in for availing assistance from check-in baggage collection/Baggage Carousel till car parking/taxi pick-up zone.

9. Are passengers allowed to board domestic flights after arriving from international destinations on Vande Bharat mission /repatriation flights?

Only those International arriving passengers who have received prior permission for exemption from Institutional quarantine through Air Suvidha online portal, will be allowed to board domestic flights.

Pranaam Services refer to paid meet and assist service at Mumbai Airport. The services are operational and can be availed by all passengers with prior booking on arrival and departure. 11. Is it mandatory to have Aarogya Setu app?

Aarogya Setu app is a tracking app. It is designed to track users that may have the coronavirus infection thereby enabling its registered users to be notified, traced and suitably supported. It also functions as an indicator of whether or not a user has been infected or likely to be infected. It is not mandatory but highly recommended/advisable for everyone including personnel working at the airport and passengers, to have the Aarogya Setu app installed on their mobile before entering the airport premises.

12. Is it safe to travel if the status on Aarogya Setu app shows red?

Passengers with Red display on Aarogya Setu app are advised not to travel and to maintain complete isolation to mitigating any possibility of spread of COVID-19. Please also note that Passengers with Red display on Aarogya Setu app will not be allowed to enter the airport terminal premises. However, the Passengers with Green display will be allowed to enter the terminal building post successful completion of the entry process along with thermal scanning. 13. Is there any resting facility for passengers arriving at airport by road from other cities much early than their flight departure?

Passengers arriving in Mumbai much before the flight departure time should make necessary arrangements for rest/hotel stay as may be convenient. In addition to hotels available near airport, such passengers may choose to book a stay with Niranta Transit Hotel located inside Terminal 2. 14. How early one should arrive at airport for a departure flight?

We recommend passengers to reach the airport at least 2 hours and 4 hours prior to the STD (Standard Time to Departure) of their Domestic and International flight respectively.

15. Is there any change in airport entry/check-in process?

In order to ensure passenger safety various measure have been taken at the airport. However, there is no major change in the process. Passengers to enter from departure entry gate designated to their airline. It may please be noted that the passenger(s):

  • Should have completed the web-checking before arriving at the airport;
  • Shall have to go through thermal scanning successfully as per the Government guidelines. Any passengers with symptoms of COVID-19 infection will not be allowed to enter the airport terminal building.
  • Should have Aarogya Setu App installed on their mobile phones before reaching the airport. In the absence of the Aarogya Setu app, passengers need to fill the self-declaration form, the form can be acquired from the desk situated near Departure entry Gate no. 01
  • May be required to provide self-declaration about their health and well-being.
  • Are advised to go through the Govt. guidelines and confirm the flight status with their respective airlines before leaving for the airport.
  • He/she should also download the baggage tag/baggage identification number.
  • Further, passengers with symptoms like cold, cough, fever, difficulty in breathing, body ache etc. are not allowed to enter airport premises and will not be allowed to travel.
16. How early/prior to std flight time, passenger are allowed to enter in the terminal building?

Entry to the airport is controlled by the Central Industrial Security Force (CISF) and generally passengers are allowed to enter the terminal building 4 hours prior to the STD of the domestic flight time and 4-5 hours prior to the STD of an International Flight. Entry of passengers travelling on Vande Bharat mission flights/repatriation flights is generally subject to opening of check-in counter of airlines. Also, in case of any major delay in such International departing flights, passengers may not be permitted to enter the terminal building.
